Preferential policies to Hong Kong are mutually beneficial for the mainland, as these measures are needed for both Hong Kong's development and the development of the whole nation.
"The mainland and Hong Kong are inseparable. What's beneficial to Hong Kong is beneficial to the country," said Guo.
Over 30 years ago, Hong Kong played an irreplaceable role in China's process of reform and opening up. Today Hong Kong is still an important resource for national development in the overall transformation, Guo said.
Compared with its major role of introducing capital in the past, it will now provide a useful reference for China in handling the relations among the market, society and the government while China further opens to the outside world and comprehensively deepens reforms, he said.
Tu Guangshao, executive vice mayor of Shanghai, said Shanghai will fully learn the Hong Kong experience in the construction and development of the Shanghai Free Trade Zone.
"As a global financial, trade and navigation center, Hong Kong inspires Shanghai a lot," said Tu, adding that Shanghai has sent visiting delegations to Hong Kong to study experiences.
Guo said that Hong Kong will continue to exert importance for China's future development, by which it will also realize the long-term prosperity and stability of itself.
While meeting with Hong Kong chief executive Leung Chun-ying last month, President Xi Jinping said that a key decision on reform approved in November by the central leadership will lead to strengthened cooperation and exchanges between the mainland and Hong Kong, and Hong Kong will gain more opportunities and space for development.
"Hong Kong must seize the new opportunities tightly," said Leung in his 2014 policy address on Jan. 15. "We should make good use of, consolidate and enhance the current advantages of Hong Kong, and strengthen comprehensive cooperation at home and abroad to make various sectors bigger and stronger."
The first chief executive of the Hong Kong Special Administrative Region Tung Chee-hwa in the late 1990s said, "When Hong Kong is good, the nation will be good; when the nation is good, Hong Kong will be better." The words are widely used today
It has proven and will continue to prove that with the firm support and help of the central government and mainland compatriots, the hard work of the Hong Kong government and ceaseless efforts of its people, Hong Kong is sure to make greater development and progress in the process of China's great rejuvenation.
